Ocean Springs man arrested for failing to register as sex offender


Michael E. Parker, 57, failed to register as a sex offender when he moved to Ocean Springs a year ago, authorities said Thursday, so he was arrested this week for not complying with the law.

Parker was convicted in Delaware in 1992 of second-degree unlawful sexual contact, according to the Jackson County Sheriff’s office.

But a consolidated disposition of his case included an arrest in 1993 by Delaware State Police for first-degree unlawful sexual intercourse, the release stated.

When Parker moved to Ocean Springs, Sheriff Mike Byrd said, he did not register in the county or with the state.

“He never did,” Byrd said.

He was arrested Wednesday afternoon at his home on Porpoise Drive in Ocean Springs, where he lived alone.

Mississippi law requires a convicted sex-offender to notify the Department of Public Safety Driver’s License station at least 10 days before moving here and to present himself to the sheriff of the county within three business days of moving in.

Byrd said Delaware notified Parker that he needed to register in that state.

Byrd said Parker told Delaware officials in September that he had moved to Mississippi.

It wasn’t until December that Parker presented himself at the Jackson County Sheriff’s office and then failed to register.

He was asked to return and did not, Byrd said.
